Duties

MAJOR DUTIES AND RESPONSIBILITIES

Program Management duties comprise 40% of incumbents time and include but are not limited to:


Provides overall management and evaluation of sexual assault awareness, prevention, training, and victim advocacy at the installation.

Responsible for assigning, monitoring, managing and documenting victim assistance and advocacy activities performed by the SAPR VAs at the tactical (e.g., command/installation) level.

Complies with all Department of Defense Sexual Assault Advocate Certification Program (D-SAACP) credentialing, core competencies, proficiency, and ethical requirements.

Advises installation leadership on legislative, policies, programs, and initiatives regarding the prevention of sexual assault and response services to victims.

Performs ongoing, analysis, assessments, and evaluation of the effectiveness and efficiency of programs that provide response and support services to victims of sexual assault and aid in the prevention of sexual assault.

Communicates directly with the installation leadership to provide regular informational briefs and program management updates to assist installation leaders with maintaining compliance with SAPR program requirements.

Develops processes, procedures, and communication strategies to assist Installation and Fleet Commanders in their AOR, as assigned, in executing the goals of the SAPR Program.

Conducts program needs assessment. Presents findings and recommendations to installation leadership. Ensures SAPR program is compliant with authoritative guidance to include legislative, policy, program instructions and certification standards.

Assists with preparations for visits from inspecting authorities.

Provides management, oversight, and training on data collection processes. Analyzes data to prioritize and gauge sexual assault response efforts and resource needs.

Co-chairs the sexual assault Case Management Group and ensures all unrestricted reports of sexual assault are presented monthly until transfer/closure and assures that the needs and concerns of the victim are met and shared with the commanding authorities.
Interfaces with military and civilian agencies to identify resources and services to promote availability of victim support systems for victims of sexual assault and sexual harassment.

Liaises with cognizant departments/agencies (e.g., medical, base security, Naval Criminal Investigation Service, Victims Legal Counsel and chaplains) to facilitate a team approach in sexual assault cases.

Collects and analyzes data in order to adapt, implement, and evaluate sexual assault response activities in compliance with policies and guidance.

Provides consultation support for installation-specific arrangements (i.e., Memorandums of Agreement or Understanding to facilitate the timely exchange of information between installation victim support agencies and other commands/activities on cases involving sexual assault of

Facilitates the development and collaboration of installation SAPR public awareness campaigns to include planning of local events. Publicizes and advertises the DoD Safe Helpline and installation 24/7 response line and reporting procedures for sexual assaults.

Develops and maintains a current and comprehensive file of Navy and civilian resources for victims of sexual assault and sexual harassment.

Collaborates with local community crisis counseling centers to augment or enhance the installation SAPR Program.

Works collaboratively with the Equal Opportunity Program and the Integrated Primary Prevention Office to support and promote prevention activities related to sexual harassment, sexist attitudes, and beliefs contributing to the continuum of harm.
Training duties comprise 20% of incumbents time and include but are not limited to:

Trains commands, SAPR Victim Advocates (VAs), Unit SAPR VAs, and others as requested utilizing standardized curriculum provided by CNIC Headquarters SAPR.

Ensures command SAPR personnel are properly trained to provide briefings to commands that include proper reporting procedures, maintaining victim confidentiality, and available victim support services.

Liaises with local victim support agencies in order to gain support and cooperation in achieving support for victims of sexual harassment and to promote the enhancement of the sexual harassment services.

Plans, schedules and facilitates sexual harassment response training for all installation personnel, leadership, deploying personnel, and other key functional stakeholders to include annual refresher training.

Case Management duties comprise 15% of incumbents time and include but are not limited to:

Documents and maintains current records in the Fleet and Family Support Management Information System (FFSMIS), as required.

  • Must be able to obtain and maintain a Secret Security Clearance.
  • Must pass all applicable records and background check.

Qualifications

KNOWLEDGE REQUIRED BY THE POSITION
  • Knowledge of the dynamics of sexual assault and local community resources for sexual assault victims.
  • Comprehensive and thorough knowledge of the DoD and DON SAPR programs, along with local, state, federal laws, and military regulations and policies pertaining to sexual assault, victim advocacy, and other acts of interpersonal violence sufficient to plan, organize, implement, and carry out the components of an interpersonal violence prevention and response program.
  • Expert knowledge of DoD, DON, and CNIC SAPR policies and ability accurately to interpret/articulate their meaning, priorities and intent.
  • Knowledge of laws, regulations, executive orders, issues, etc. to include the DON organizational structure, management policies, methods, and practices relating to sexual harassment victim advocacy.
  • Thorough knowledge of a wide range of practices and procedures associated with victim advocacy, social services delivery systems and other elements of specialized social service programs, and behavioral or social science principles to direct the activities of the Sexual Assault Prevention and Response Program.
  • Thorough knowledge of laws, regulations, and practices relating to privacy of information.
  • Knowledge of a wide range of essential support, advocacy services, liaison services, community resources and care for victims of sexual harassment in accordance with generally accepted procedures and techniques.
  • Knowledge of and skill in developing and adhering to program management plans.
  • Knowledge of training and education techniques to implement and deliver sexual harassment training.
  • Skill in the use of Microsoft Office Suite, DSAID and FFSMIS, sufficient to enter data, prepare reports, and develop information.
  • Skill in providing victim advocacy and working with victims of sexual assault.
  • Skill in employing various methods and techniques typical of a sexual harassment victim advocate program, including crisis intervention, situational assessment, and analyzing the needs of the victim to provide support and/or assistance to them in the resolution of complex problems.
  • Ability and skillset to provide effective SAPR trainings and briefings to commands, victim advocates, and first responders.
  • Ability to identify needs, trends, and performance measures to evaluate program effectiveness and provide recommendations for process improvements.
  • Ability to use data management and reporting systems to collect and organize data drawn from databases.
  • Ability to advise program officials, including tactical-level leadership and installation personnel on the policies, practices, procedures, issues, and concerns associated with sexual assault and other acts of interpersonal violence and prevention, response, and victim advocacy.
  • Ability to establish and maintain effective working relationships with organizations and individuals to identify, establish, modify, and provide victim support assistance.
  • Ability to compose written reports and material clearly, concisely, and effectively.
  • Ability to maintain accurate statistical framework for program data collection and reports.
  • Ability to provide information and one-on-one assistance to victims under difficult circumstances using sensitivity, tact, and caring, as well as understand and have empathy for victims.
  • Ability to develop trusting helping relationships and to work effectively with individuals and families from diverse racial, ethnic, religious, and socioeconomic backgrounds.
  • Strong analytical ability to intervene in crisis situations, using sound professional judgment, ethical practice, and common sense.
  • Ability to work cooperatively with military and civilian medical, social service, law enforcement, and legal personnel on behalf of victims.
  • Ability to drive a government or personal vehicle in order to travel to training, coordinate tasks/actions with clients, command and military and civilian agencies within the local area of the installation.
  • Ability to effectively communicate both orally and in writing with all levels of management, staff, and military personnel and their families.

Other Requirements:
  • This is a non-critical sensitive position requiring access to IT II system and/or PII. Position requires employee to obtain/maintain eligibility for a Secret security clearance. An Access National Agency Check Investigation (ANACI) is required via the SF86 Security Form.
  • Incumbent must successfully complete a criminal history background check with no adverse information or feedback received. Child Care National Agency Check &amp Inquiry (CNACI) background check is required.
  • Must comply with DoD Sexual Assault Advocate Certification Program (D-SAACP) policy guidelines and complete initial and ongoing certification training requirements.
  • May be required to provide SARC duties and responsibilities in a deployed environment.
  • Incumbent must have or be able to obtain and maintain a current state drivers license.
  • Occasional travel up to approximately 25% or more may be required to complete work assignment, conduct or attend meetings, training events, site assist visits, or court hearings. Travel will be required to attend mandated DoD and Navy SAPR training.
  • This position requires routine on-site access to government facilities. The incumbent may perform the tasks at an off-site location for ad hoc and situational telework only.


Education

Degree: Four-year degree or higher in behavioral or social science or related disciplines appropriate to the position.

or

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

or

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

In addition to the basic requirements outlined, candidates must also possess at least four years of specialized experience in victim assistance or advocacy within either the military or civilian sector.

Major Duties Continued:

Tracks the status of the SAPR Program within their AOR to include, issues, trends, areas needing improvement, effectiveness of local case management, and installation climate. Performs victim advocacy duties and provide a non-clinical response that is trauma-informed, gender-responsive, culturally competent, and recovery-oriented to adult victims of sexual assault.

Accepts official reports of sexual assault as needed, providing referrals, and informing victims of their options.

Performs a complete risk assessment screening, thorough safety assessment and planning, and ongoing needs assessment for all adult sexual assault cases and conduct initial and ongoing needs assessments.

Maintains victim and incident case information, subject demographics and disposition, and training records through the Defense Sexual Assault Incident Database (DSAID) in accordance with regulatory and policy guidance as established by DoD and Navy.

Provides referrals and non-clinical support to Service member victims of sexual harassment.

Informs Service member victims of sexual harassment of all available SAPR services and conducts warm hand-offs to the Equal Opportunity Office for the filing of formal reports of sexual harassment as appropriate.

Documents SAPR referrals for victims of sexual harassment using the SAPR Related Inquiry (SRI) module in DSAID.
Oversight duties comprise 25% of incumbents time and include but are not limited to

Maintains oversight of all aspects of victim advocacy services provided by SAPR VAs and tracks, at a minimum, what subordinate units require SAPR VAs, a roster of those SAPR VAs and, status of their training, and rotation dates.

Communicates assignments, milestones, and deadlines to SAPR VAs, as directed by supervisor, to achieve specific tasks, produce reports, and deliver victim assistance services.

Coaches, facilitates, solves work problems, and participates in the work of the SAPR VA personnel.

Provides information to supervisor on SAPR VA team and individual performance.

Informs supervisor of any SAPR VA performance issues or concerns.

Resolves simple, informal complaints of employees and refer others to supervisor.

Other duties as assigned.
