Housing Program Rent Assistant

Hourly Range: $22.57 – $30.99

At the Housing Division we strive to provide Milwaukee County residents in need with a safety net, decent and safe affordable housing, and a connection to opportunities to improve their quality of life. We use available funding sources in the most equitable and efficient manner. We are currently seeking to add two Housing Program Assistants to our team.

JOB SUMMARY: Under general supervision, this position serves as the caseworker for participants in the Rent Assistance Program (Housing Choice Voucher Program/Section 8). The Housing Program Assistant is assigned a caseload of program participants to monitor their eligibility, adjusted income throughout the year, calculate the program’s Housing Assistance payments and submit payment request. This role is also works to maintain housing stability for participants by connecting to services.

JOB DUTIES:
  • Conduct client interviews, communicate via phone and written correspondence with program participants, landlords, tenants as well as outside agencies, and completes verifications. Responds to a high volume of phone calls and drop in office visits.
  • Utilize various databases to verify client data, monitor eligibility, and collect information to process Housing Assistance payment requests.
  • Analyze collected data relative to the client’s adjusted income. Calculate payment based upon HUD guidelines. Enter information in program database. Processes and submits payment requests.
  • Implements HUD guidelines and program regulations. Responds to department procedural changes to ensure compliance.
  • Coordinate mental health and/or AODA case management service to ensure housing stability. Communicate with landlord partners to help resolve housing related issues presented by tenants.
  • Perform all other duties as assigned.
MINIMUM QUALIFICATIONS
  • Current resident of Wisconsin
  • High school diploma or G.E.D. equivalent
  • Valid Wisconsin driver’s license able to be maintained throughout employment.
  • At least one (1) year of experience interviewing clients in a Social Service or Human Service setting to determine eligibility is required.
  • Experience working in a Section 8 Agency, Housing Choice Voucher program, or for the Housing Authority is highly preferred.
  • Ability to read, understand and successfully implement HUD guidelines and program regulations.
Knowledge, Skills and Abilities: Knowledge of the regulations governing subsidized programs such as HUD knowledge of work processing applications ability to operate a personal computer ability to prioritize and organize workload ability to determine rental subsidies ability to effectively communicate in written and oral form ability to secure confidential information ability to perform calculations to determine eligibility ability to work harmoniously and effectively with staff members, government officials, case managers and the general public. Ability to lift, carry, push, and pull up to 20lbs as needed.
