The starting hourly pay for this position is $33.47 – $45.72

(Effective July 12, 2024, the new starting hourly pay rate will be $34.14 – $46.63)


The State of New Hampshire, Department of Administrative Services, Division of Procurement and Support Services has a full-time vacancy for a Fleet Manager.

Summary: Administers the state fleet management program for all state agencies. Develops statewide fleet management policies and procedures to ensure that the state fleet is utilized in an efficient and cost-effective manner.

Minimum Qualifications:

Education : Masters degree from a recognized college or university with major study in business administration, public administration, finance or a related field.

Experience: Six years of experience in business management, public administration, finance, purchasing and contract administration with responsibility for fleet management services, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

OR

Education: Bachelors degree from a recognized college or university with major study in business administration, public administration, finance or a related field.

Experience: Seven years of experience in business management, public administration, finance, purchasing and contract administration with responsibility for fleet management services, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

License/Certification: Must possess a valid drivers license.


Responsibilities:

Develops and manages a statewide program for state vehicles and equipment to ensure that the state fleet is utilized in the most efficient and cost effective manner.

Develops policies and procedures for state agencies to follow to ensure that state vehicles and equipment are utilized according to state laws and rules. Develops and analyzes state agency fleet reports and makes recommendations for managing fleet size and utilization efficiency including recommendations for changes or additions to policy and or Manual of Procedures.

Develops and manages a web based vehicle utilization and reporting database system to record and report on all aspects of statewide vehicle utilization and costs. Provides reports of fleet activities to the Vehicle Utilization Committee and as required to Governor and Council and or Fiscal Committee.

Develops and manages statewide fleet leasing program to reduce instate mileage reimbursement and the overall cost of transportation. Manages the statewide fleet lease contract to ensure that state agencies obtain the required services per contract requirements. Analyze employee mileage reimbursement and develop recommendations for improvements, e.g. better utilization of existing fleet vehicles (including intra and inter agency pooling), leasing and procurement of new vehicles.

Reviews and makes recommendations on state agency requests for new vehicles. Works with Purchasing and state agencies to determine the best method to provide the vehicle to meet their business needs.

Bi-annually calculates the break-even mileage for all agencies and statewide fleet. Analyzes agency data to identify vehicles at or below the break-even mileage and makes recommendations for better utilization of vehicles.

Develops and manages a system to establish and monitor Agency compliance with uniform statewide policies and procedures applicable to the entire passenger fleet. Provide reports and recommendations on a regular basis.

Analyzes existing vehicle utilization of Agency fleets to determine under utilization of vehicles. Develops, implements and manages regional motor pools at various locations

Analyzes and evaluates existing state agency fleet maintenance programs. Develops and manages statewide vehicle maintenance program to ensure that state vehicles are properly maintained in an efficient and cost effective manner.
