JOB SUMMARY

The Finance and Administrative Services Manager will serve as the Chief Financial Officer for the Blount County Highway Department and Recycling, working in conjunction with the Blount County Finance Director. This position is responsible for the annual budget and will develop policies that guide daily activities. In addition, this position will serve as the Administrative Services Manager working closely with the Office Administrator for day to day activities.

ESSENTIAL JOB FUNCTIONS

Essential and other important responsibilities may include, but are not limited to the following:

  • Develops and maintains the departmental annual budget (Highway Department and Recycling)

  • Prepares documentation and justification for the Highway Superintendent/CAO to present to the Budget Committee

  • Works with the Senior Transportation Planner to apply, request, and execute State and Federal grant funds

  • Serves as manager for the execution of TDOT Local programs funding

  • Prepares documentation and submits State Aid contract for paving and bridges to the TDOT Local Region

  • Manages and Administers State Aid budgets for both paving and bridges

  • Administers, plans, organizes, and directs the activities of various support functions within the Highway Department and Recycling, including budgeting, financial reporting, office automation and information systems, contracting, and material control

  • Selects, assigns, trains, supervises, and evaluates subordinate administrative staff

  • Coordinates assigned activities with other Highway and Recycling staff, other County departments, and outside agencies as appropriate

  • Prioritizes needs and requests for service

  • Advises Highway and Recycling staff on support service functions

  • Participates in the development of short and long range plans to meet Departmental needs

  • Reviews, analyzes, and advises Highway and Recycling leadership on recommended changes to organizational policies, procedures, practices, services, finances, and other activities as appropriate

  • Answer questions and provide information to the public, outside agencies, and County staff

  • Prepares and reviews a variety of correspondence, reports, and other materials

  • Prepares recommendations for consideration by the Highway Superintendent, Assistant Superintendent, Supervisors, and others

  • Review, create, and submit bids, quotes, invoices, and purchase orders

  • Review monthly expense reports

  • Prepare and coordinate departmental items for County Commission Agenda as needed

  • May serve on committees

  • May represent the Departments to other departments, agencies, community groups, and/or the general public

  • Participates in meetings, conferences, workshops, trainings, etc., as assigned

  • Investigates complaints, develops corrective recommendations for identifying problems, and initiates legal action to enforce compliance of established standards

  • Maintain records, prepare operating records and/or reports and

  • Perform other related duties as assigned.

Job Requirements

MINIMUM REQUIREMENTS TO PERFORM WORK

  • Graduation from an accredited college or university with a major in public or business administration, economics, accounting, or a closely related field

  • Experience: Five years of increasingly responsible managerial, fiscal, and/or administrative work, including two years that included significant budgetary preparation and analysis at a supervisory level

  • A Master’s Degree in public or business administration or a closely related field may be substituted for one year of the required non-supervisory experience and

  • Valid driver’s license.

KNOWLEDGE, SKILLS, ABILITIES

  • Principles and practices of public administration including supervision, management, accounting, budgeting, finance, organizational planning/analysis, statistical analysis, research methods, records management and report writing complex budgeting techniques utilizing diverse funding sources.

  • Modern office automation and information systems equipment and procedures Knowledge of general responsibilities, rules, and regulations pertaining to local government agencies.

  • Plan, organize, direct, and administer the support operations and functions of a large, complex government department.

  • Apply the principles, practices, methods and techniques of public administration, management analysis, and human resources management to solve problems of unusual difficulty related to management and administration.

  • Develop sound fiscal strategies that anticipate problems and propose solutions.

  • Manage a variety of administrative operations, functions and projects.

  • Interpret and apply law, rules, regulations, policies and procedures related to the operation of a local government department (e.g., Public Works).

  • Establish and maintain effective working relationships with others including department heads, officials, employees and others outside County government.

  • Communicate effectively, clearly and concisely, both orally and in writing.

  • Maintain a professional demeanor and an orientation towards customer service.

  • Work in a dynamic environment that requires adaptation to changing goals, priorities, and needs.

  • Maintain constructive and cooperative working relationships with others.

  • Cooperate with fellow employees as a team member.

PHYSICAL DEMANDS

While performing the duties of this position, the employee is frequently required to sit, reach and manipulate objects, tools and/or controls. The position requires mobility. Duties may involve moving materials weighing up to 20 pounds on a regular basis. Manual dexterity and coordination are required over 50% of the work period while operating equipment, such as computer keyboard, mouse, calculator and similar machines.

WORK ENVIRONMENT

Most work is performed in a well-lighted, modern office setting with centrally controlled heating and air conditioning, though infrequent field work with variable outdoor weather conditions and noise may be required.
